I understand talking out a reasonable age but using getting your period as an incentive... Is wrong. Having periods straight up sucks, why would a parent say “when you get your period, you can do blank “ when most girls dread getting their period?

Lots of people think periods are when girls become women, and biologically, that's pretty much true.
You're right though, it has little to do with anything.

I think parents do it because it makes them dread it less. Like, on my period, if I'm complaining about cramps, my mom'll grab me icecream. So, instead of making periods something to dread, they can give them something to look forward to.

Getting your period doesn't mean you're a woman... biologically or otherwise. Menarche marks the onset of puberty - a process, by the END of which you can biologically be considered a woman.
Using the biological marker that indicates that you can technically get pregnant as indicative of maturity has traditionally just been society's justification for systematic sexism... marrying off young girls is way less fuss than trying to sell adult women.
